What the Community Plan does
The Community Plan is Silvermere’s ten-year vision for how the city grows, and the document every other planning decision is measured against. Where to build new neighbourhoods. How to revitalize downtown. How to accommodate population growth. How to manage climate risk. Formally it’s the City’s Official Community Plan (OCP), adopted under BC’s Local Government Act.
The Plan itself is Bylaw 404 (Official Community Plan).
The Zoning Bylaw
The Community Plan sets the vision. The Zoning Bylaw translates that vision into specific rules for each property in Silvermere: what land use is allowed, how big buildings can be, how far they need to sit from property lines, and so on.
The Zoning Bylaw is Bylaw 411 (Zoning), adopted July 2024. For the specific rules that apply to your property, contact Development Services or refer directly to Bylaw 411.
How it was built
The Community Plan was shaped by extensive community engagement throughout summer and autumn 2023. The City consulted with community groups and residents on what matters most for Silvermere's future. The full feedback summary is published as the "What We Heard" report alongside the bylaws.

How to use these documents (no, you don’t have to read them all)
The Community Plan is a long document. Most residents never read it cover to cover, and that’s fine. Both documents are useful when you have a specific question, not as a casual read. Pick them up when:
- Buying property, check current and future zoning to understand what's allowed
- Building or renovating, the Zoning Bylaw sets your specific requirements
- Applying for a development permit, the Plan's design guidelines apply
- Engaging in civic decisions, referencing the OCP gives your input weight
